Abstract


The purpose of this study is to describe the Government's efforts in the development of tourism objects as well as the factors supporting and inhibiting the development of tourism in Sidoarjo. This research is a qualitative descriptive research. The data collection techniquewas used in deep interview. Informant determination was obtained by purposive sampling technique. In order to obtain data that really in accordance with the reality and validity tested, then used triangulation data, while the data analysis techniques using interactive analysis. The result of the research shows that the effort done by Sidoarjo regency government is starting from inventory all tourism object, dividethe area of tourism development (WPP), make tourism service facility, promote and buildthe tourism facilities, improve the access to tourism object, increase the human resources (HR). The inhibiting factors in the development are the lack of infrastructure, the low human resources of tourism, the low investment and stakeholder support, the spread of tourism object, the short time to stay in the tourism area. But there are supporting factors, namely: each tourism attraction has a unique, strategic location. Therefore, there needs to be more intense and targeted coordination, increasing the involvement of private sector and society in developing tourism object. The creation of SaptaPesona climate needs a more vigorous and frequent promotion so that people know the products offered.
